Course Description

Four hours of training in harm reduction is the latest CPRS domain required by the state of Maryland. Harm reduction recognizes that abstinence is only one way to address the harms associated with substance use. However, abstinence is not the only way to address and minimize the very real risks associated with substance use (e.g., overdose, spread of infectious diseases). While harm reduction is most closely associated with substance use, it has broader application across various social issues. This four-hour training explores the history, application, and impacts of harm reduction policies and practices.

David Brooks

David Brooks, owner/clinical director of Brooks Behavioral Health Services. David is certified in all criminality risk assessments created by the Ohio Risk Assessment System and has created treatment plans for veteran’s court along with drug courts and other problem-solving courts. He uses Criminogenic therapy to treat criminal behaviors that are manifested by substance dependency and mental health issues. David has been involved with criminal justice, mental health, and substance abuse treatment since 2003 and understands what is necessary for an individual to change their thought patterns and belief systems. He teaches clients why and how they started their maladaptive behaviors. He also teaches them how to recognize maladaptive thoughts and how to avoid future relapses. David is also a professor at Mount St. Mary’s University teaching courses in Psychology, Human Services, and Communication.



Dr. Tim Wolfe

Dr. Timothy W Wolfe, Ph.D. is a long-time professor at the Mount who teaches courses in Human Services, Criminal Justice, and Sociology. His areas of expertise include juvenile justice, children and trauma, and restorative justice.


Technical Requirements or Needed Materials

Computer with internet access to Zoom and online learning platform to complete assignments.

Additional Requirement: One year or more of successful recovery.
